Bureau of Labor & Industries (BOLI) – Prevailing Wage Rates (PWR)

 

Public works projects for construction, reconstruction, major remodeling or painting valued more than $50,000 and paid by funds of a public agency are subject to Bureau of Labor & Industries (BOLI) Prevailing Wage Rate Law.  This includes labor, materials and equipment purchased specifically for the project.
If separate purchase orders are issued for materials and services BOLI law still applies if the combined value of all purchase orders is more than $50,000.

If there has been any major work done to your building within the last 12 months your project may be subject to BOLI.  Contact a member of the PaCS team to determine if your project is subject to BOLI.

Once your project is considered a BOLI project every order that includes contractor-provided labor for the next 12 months will be considered a BOLI project.

All BOLI procurements regardless of the dollar amount must be processed through PaCS.

When submitting a BOLI project to PaCS you will need to do the following:

  • Submit a completed and appropriately signed Departmental Requisition.
  • If you would like PaCS to obtain quotes from specific vendors be sure to attach their complete contact information.  Three vendors are preferred since PaCS must obtain quotes from a minimum of three vendors. If you do not know of three vendors, list your preferred vendors and we will search for others.
  • Include a scope of work to be performed, expected beginning and completion dates and building and room number.
  • Include the materials and equipment that need to be supplied
  • Include any drawings
  • Include any necessary special terms or specifications.
  • Be sure to notify PaCS if any federal funds are used for the project.

To submit an order you can fax it to 737-2170, email it to PaCS, or put it in campus mail.  Please do not send two copies of your order such as an original and a faxed copy to avoid duplicate orders.
