Personal and Professional Services are services from an individual or firm with specialized skills, knowledge and resources not available within a department. Although these individuals are hired for their specialized skills and knowledge, in some cases competition is required as noted below:

| $5000 - $25,000 | Oregon Administrative and DOJ Rules require a demonstration of competition (obtaining bids, proposals or other comparables). This can be documented by the department using the Multiple Source Selection Statement attached to the PPSC. |
| >$25,000 | Oregon Administrative and DOJ rules require a formal selection process including advertisement. Please contact PaCS in advance to ensure enough time for this process. |
Single Source: Single source selections, for contracts of $5000 or more, are only allowed when it can be thoroughly documented that the contractor holds a unique (no other sources have it) set of skills or expertise that make it impossible for anyone else to do the work. This must be completely documented on the Single Source Selection Statement and combined with a C/V or Resume to serve as additional justification. Single source selections are the most likely to be audited.
Independent Contractor: Personal/Professional Services Contracts (PPSC) and Invoices (PSI) shall only be used to purchase services from independent contractors. An Employee vs. Independent Contractor Determination form must be completed by the Department and submitted, as back-up documentation, with the PPSC or PSI. This form is provided as a tool to assist the Department to determine Contractor’s independent status. The form is to be completed by Department and Contractor, working together to select the statements that apply to the method and manner the Contractor’s conducts its business. Departments should be aware that a predominance of statements in one column or the other does not necessarily prove independent contractor status as the type of work being performed may also be a consideration.
Signatures: Pursuant to Oregon Administrative Rule 576-008-0220 (3) “…All formal agreements and contracts must be reviewed and signed, prior to commencement of the formal contract or agreement, only by an authorized contracting officer, or their authorized designee.” When submitting your PPSC to PaCS for review and approval, the signatures of the Department Head and the Contractor must be obtained first. This can be done via fax. PaCS will be the last signature.
