Section 200: Regulations and Authority

Purpose:

To explain the regulations covering Oregon State University Purchasing and Contracting and the authority delegated.

 

Background:

In public procurement, most State of Oregon public entities are guided by ORS 279A, B & C or OAR 137. In 2014, OSU’s Board of Trustees approved the OSU Standards that include the governance of OSU procurement and contracting and have the force of law. This is why OSU has procurement standards and policies that differ from other State of Oregon agencies, higher educational institutions, counties, municipalities, or other public entities.

 

OSU Standards govern all of OSU purchasing activities. However, sections of ORS and OAR may still apply such as those statutes and rules pertaining to: Public Records, Qualified Rehabilitation Facilities, Prevailing Wage Rates, and Financing.

 

When utilizing federal funding there may be procurement and contracting regulations that differ from the OSU Standards and policies.  Please notify Procurement if you have a purchase or contract that uses federal funds.
